Lap Top or Desk Top - which is better / more cost effective
What option would you consider to be the best solution to the following:
The kids ( Boy 14 and Girl 11 ) spend to much time on the internet assessing it via their phone,
The phone screen is to small and navigation options are limited.
I might suggest to them they visit a web site to assist with English Translations, News of the World, or Khmer News. But it is difficult on the phone and they soon loose interest.
So now I'm thinking of getting them a desk top.
An imported Desk top PC from the states is cheap and the screen costs very little, a newer Laptop costs a lot more but has more bang for your bucks.
Which would you choose ?

I gave up on desktops many years ago and nowadays I always buy a 13.3-14 inch laptop. I prefer to buy a used 3 year old professional model since they are simply built to an infinitely higher standard.
An i5-4xxx cpu or higher is plenty enough for web surfing and word processing. 8gb Ram and at least 256 gb disk is enough for most tasks.
I also go for low weight. Currently I use a 1.2kg Toshiba which can be taken anywhere without problem. Reasonable battery life is handy.
And but them one laptop each to avoid fighting.

It depends on what you're trying to do. If you want to play the newest games then a desktop is much better than a laptop.
If all you need the computer for is watching videos, reading the news, and word processing then a lightweight laptop is the way to go.

You can get a much more powerful desktop for your bucks, but as above it depends on what it's for. A laptop or Chromebook is more useful for school etc.

Probably neither.
I'd probably go for a tablet. Much more idiot/child proof and has all the laptop functionality that a child would need. A computer needs a little bit more nous and care than a phone or a tablet.
However...
I would also caution that a laptop or desktop isn't going to be the silver bullet solution you imagine to get your kids learning. I expect they will use it to watch youtube/tiktok instead of the phone. Changing the hardware isn't going to change habits. If they want to learn they will learn no matter the screen size.
Unless you are sitting supervising them, forcing them to change habits, they will just default to brainless online 'entertainment' - and don't trust your Khmer partner to supervise... She will be too busy on her Facebook, tiktok or YouTube!

I'm just going off my experience when Khmer kids have got access to a computer.
Unless there is formal supervision and initial direction on what it should be used for then they will default to entertainment.
And I suspect Scoffer ain't gonna be pushing the merits of java, python or C++
(I reckon he is more of a fortran and cobol kind of guy.)

I've got both. I would probably lean laptop for the kids due to the portability.

A laptop is more useful for anything but high-performance gaming due to it being mobile.
However with kids, the drawback with tablets/laptops is that they are portable, thus there is a significant risk of them losing it or dropping it so that it breaks. Depending on the school/friend situation there is also a risk that a bully/thief might steal it.
If you can cover the loss if you need to replace it, I would go with a laptop/tablet. Otherwise a stationary computer. The stationary also has the advantage that you can more easily monitor their usage, so that it is not only time-wasting.

A desk top is a little harder for the in laws to take from the kids and sell.

Another thing to consider is that desktops don't have backup power. So when the power cuts, so does the computer. Add a UPS into the cost.
Otherwise, I think I would go back to the beginning and get a desktop. Cheaper to buy, easier and cheaper to repair yourself, you can upgrade it, big screen so you can spy on the kids, and they are less likely to drop it.
