Lap Top or Desk Top - which is better / more cost effective

This is my personal experience with the several still-in-school young females whose education I am sponsoring.
Kratie Province:
Ms Seyha. Age 13. Mother and father illiterate for all practical purposes but she is very clever and very studious. Has been going to computer classes on Sundays for circa 16 months now and I gave her a Lenovo Tablet which in regular use, and especially so for keeping her and other who are not computer/tablet literate at Kratie in touch with me. Uses Email and Viber frequently for this purpose. Wants to become a Doctor - which is a big ask for a very poor village girl but not beyond her potential. At about age 16 it is probable that I will provide her with a suitable laptop. Seyha is clever in that she found out that she can "piggy back" free of charge on the wi fi of a close-by hotel using her tablet and as they have their wi fi password openly displayed at reception, she makes full use of it! No phone.
Ms Sokheng. Age 11. Orphan cousin of Seyha and brought up by grandparents since age 5 months. Has been going to computer classes on Sundays for one year now. A very bright child and extremely fast on the uptake but not academically inclined like her cousin Seyha. An avid user of her Lenovo Tablet when grandmother lets her have it. Too young for an email account with G Mail. Loves going to her desk top computer classes on Sundays. No phone.
Both young girls are well placed already on the correct side of the digital divide and are "savy" with computers and major software applications which positions them both well for Senior School and beyond.

Ms Chanry. Age 17. In year 11 of 12 year state school system. Studying seven days per week, including out of school hours private tuition, and aiming to get a high enough end year 12 national exam result to then be eligible to sit the separate competitive exam to enter the Royal University Faculty of Health Sciences School of Medicine. Donated a laptop 10 months ago and goes to computer classes on Sundays and uses her laptop for preparation of school assignments. No access to internet in her potting village. Has a second hand iPhone 6.
Bantey Meanchey Province:
Ms Sokneang. Age 17. In year 11 of 12 year state school system. Wants to attend Phnom Penh Technical University and study to become a graduate nurse. Started studying computer classes in February this year. Also supported for after school hours private tuition. Premature for her to be donated a laptop at this stage but will do so when basic pc skills and knowledge of software apps justifies. Does not have a phone of any type as family think it will be a distraction to her and her studies. I have suggested a tablet for her but her parents not in agreement so there the matter rests.
Just as in the "first world" countries, children in Cambodia need to be at least bilingual and computer literate is they are to have better working life employment prospects than, in the above examples, their parents, and these kids are well on the way to achieving this.
Just personal thoughts and observations.

probably stating the obvious but beware of the new microsoft edge browser trap
it wont let you install anything from anywhere other than, initially the microsoft store but now it allows google store apps.
if its not microsoft approved, the new microsoft edge will block it and theres fuckall you can do about it on that browser.
if you have files saved in 'c' drive such as firefox installer, you should be ok to install from that file but not in edge as firefox is not microsoft approved app

There are several aspects to be aware off:
- Kids readily find out, that "computer" thing can do YouTube and gaming. Having a "full desktop" gives you far more control where the box is located and who does have and when access to it. Ie, limit the amount of time "wasted" on addictive things. Ie, first make homework.
- When having a real desktop Box, you will definitely need a battery based UPS. A diesel generator in the building will need time to pick-up the power and those short power-outs will in the long term ruin your OS installation.
- A real desktop does have far more opportunities for a better graphics card, giving wonderful access to higher-end games. Most (interesting) games nowadays refuse to run on low-end (or CPU based) graphics hardware. Laptops with decent graphics tend to be extremely expensive and deteriorate pretty fast in relative specs.
- With a laptop, you can easily connect an external keyboard/mouse and decent monitor. I myself do run an i7 laptop with a 32" FullHD monitor. Works perfectly and keeps running with power failures, etc.
Once you get used to a 32" (or bigger, in the office I do have 47"), you never want to go back to a stamp size screen. And junior does do his YouTube and some gaming on an older ElitePad 1000.
- And indeed, such a "big" screen is the way to go, when you (or the kids) want to do something serious on the Internet, being reading newspapers, or whatever. Phones are for twitter type of communication: Pretty useless for serious content.
- When "mini" is on visit, I simply scale the windows on the big screen, so she has the left side of the screen to watch YouTube and I do "work" on the right half. (and we quibble about who uses the mouse ).
- And when liquid spills on the "device" it makes a hell of a difference in costs, to replace a complete laptop, or just a USD 8 keyboard/mouse.

Thanks OML, V12 & others for their reply's, it's not my intention for it be used for gaming and I favor a desk top arrangement as it will be placed in a public area of the house and can have closer scrutiny as to what the kids are doing.
As to the minimum specifications for the PC - I have no idea as yet, you can pick up 2nd hand Dell Computers from the states quite cheaply, I will explore that option and see what I can come up with.

i7 processor are rather cheap and is 'the' chip to have in your pc
there is i9 chip but nowhere near as cheap nor common as the i7
not so common are 4g network pc in addition to the wifi network they will have. great for when the wifi network has drop outs you can still use the cellular networks but must have the 4g sim installed

My workstation uses a Xeon, they are often better for high end use.

Hmmm, for low-end, single tasking, an old i3 with 8Gb memory is more than enough. Consider an SSD to get blazing disk speeds.
For normal household PC's an i7 is usually slower, since the per core speed is often lower and core boosting usually less than i3 or i5.
And, if you want to buy new, go for an AMD based solution. Cheaper, significantly faster and less prone to Trump-alike bluffing, money squeezing, etc.

One of my demons of wickedness once destroyed my favourite laptop by pouring water on to the TouchPad to see what would happen.
A plug in keyboard is a lot cheaper to replace than a laptop.
He was only about four years old at the time.

All your Chromebook activity is scanned and everything what might be useful for Google to profile you will be passed on to Google home. And you'll never get rid of it.
We nowadays do have some 70% of Western kids working on Chromebooks, exposing themselves for their complete future to Googles' profiling. Just because parents and schools are so naive about Googles real intentions.
Are you afraid for your government, monitoring you ? Well, open up your eyes and realize before your kid is aware of it, Google already knows, it's gay (for example), or whatever.

From comments made I'm guessing i5 is to old and i7 to new for someone that does not want a Rolls Royce system, so I should aim for something with an i6 processor.
Now we all know I'm not all that sharp on this topic, so ill ask my question in Scoffer talk and please reply slowly and post pictures if necessary.
I understand that Ram, the Operating System and Disc space are important, so lets look at this in a different way.
If you wanted to put together a PC package that would allow your kids to access the Web, ( but not gaming sites ) not be overly expensive or outdated in 12 months time, what combination would you choose.
