If the lameness is due to a kick/break or anything physical, no problem for breeding as long as stock is good/has value due to past wins etc.
But, if it's lame from a hereditary condition, cannot, is my take.

Trouble is the vets at the track often don’t want the injured horse moved (have you seen what’s involved!) because it’ll suffer more, especially if it’s right in front of the grandstand, and they’ll euthanise it there and then. Trainers and owners don’t have a say (jockeys don’t give a toss. Evil bastards).
That’s in the UK and Ireland mind.

many moons ago i trained racehorses,i have always loved working with horses and as a young boy (for a few years)lived opp a racetrack and helped out at the stables before and after school,the last horse i trained was a winner on Darwin Cup day in the late 80s,anyway the reason i gave it away was i had trouble finding suitable homes for the ex racehorses,mostly the reason i retired them was there lack of speed,some broke down,but mostly there where too slow,it costs a lot of money to have a horse in work,going back 30 years ago,i was spending approx $100 a week per horse on feed alone,plus shoes every month at $40 per horse,vets and fees to jockeys,nominations ect ,back in the day a horse had to win a city meeting and get a second place in the city ,just to break even in a year,i have had some very good horses,but also my share of slower ones, i have also breed a few horses,that is a very hard game to get any returns from,i have had a few mares that performed well on the track,out of good stock,mated with proven good sires,but ending up with very average racehorses, the biggest problem with breeding is it takes years to find out where you have a nice horse or not,and a lot of money.than again what to do with the non racers? i know what lots of trainers do,but i love the horses too much to do this..
