Yea, repatriated by the FBI.
No Joke Howard and his mom borrowed $2,500 each (or total?) from the U.S. Embassy to return to America. They held their passports as collateral until I believe No Joke paid the debt with money he raised through GoFundMe.
That's the same as what the British embassy does. They loan you money for a flight home.

If someone from countries such as Cambodia, Thailand, or what Trump calls 'shithole countries' wants to travel to a developed country they often need to show that they have a reasonable amount of funds in their bank account before they will be granted a visa.
In my opinion, countries such as the UK, Australia, USA, etc. should make it a requirement for any of their citizens to have a reasonable amount of funds placed in a special account, which they can't access without their governments permission. This could then be used to pay for such things as emergency flights, medical treatment, repatriation of bodies, funeral expenses, legal fees, etc. If the truth be told, any Brit who isn't resourceful enough to come up with say 5K before they leave their homeland, isn't going to survive long-term in somewhere like Cambodia, and you would be doing both them and the taxpayer a favour by not allowing them to leave home.

They do already. It's called taxes. The special account that the government holds to supply the needs of their citizens. Things like sweeping and de-icing the roads, collecting the rubbish, making sure school kids cross the street safely, repatriating their citizens when destitute, supplying PPE to their doctors and nurses etc. Maybe we should be holding the government to account more ( when they decide to be accountable ). I don't know who said that smarter and better educated Americans travel abroad.I have seen plenty of imbeciles in Bangkok during the past 50 years.I think that the bulk of the Americans who began relocating to S.E. Asia were Vietnam vets and oilfield workers..Next came the Aussies then the Europeans.Most poor Americans have no clue that Cambodia even exists.Our school system stopped education and started focusing on indoctrination at least a decade ago.I doubt if 25% of our high school graduates can spell Cambodia without the help of a computer.The better educated Americans are the Americans who studied abroad.I am living in the states now and will return to Cambodia after the coronavirus has run it's course.I haven't come across many Americans here in Florida who know anything at all about Cambodia.There aren't a hell of a lot of young people here who even know that we had a war in Vietnam.

While I can forgive some of my fellow Americans, poor or otherwise, for not being aware of Cambodia, it's much harder to forgive those that, like a well-off, but not well-educated, acquaintance of mine who consistently confuses Thailand and Taiwan; Every time he's done it, I'm at loss as to how to make a distinction between the two countries using other countries, languages, etc. that he'd understand
And while I do agree that many, if not most, U.S. schools are much too focused on indoctrination rather than education, I have to disagree that it began happening a decade ago. I'm in my late 50s and the indoctrination for me began in grade school: No, George Washington Carver was not a great scientist in the same league as Michael Faraday or Ernest Rutherford, but many more more people in my neck of the woods know who he was and likely have never even heard of the other two
As far as the Vietnam War and young people go, an ex-girlfriend of mine was a teacher at a very exclusive (and expensive) girls school teaching junior-high-aged girls. When the subject of the Vietnam War came up, not from the perspectives one would expect, but from the perspective of the anti-war movement and protests, my ex told her class of her experiences, along with her parents, in some of the major protests in New York City. My ex told me that her class looked upon her as if she couldn't possibly be alive, being as that was, to them, essentially ancient history, from their perspective as remote as the U.S. Civil War and, by focusing on the anti-war movement, just as likely to be taught in a way leading skewed perspectives and misunderstanding

The most useless embassy in the world has finally managed to do something. After much drama, the British Embassy in Cambodia has sent viable Brits previously stranded in Cambodia due to the Covid-19 pandemic off on a plane, leaving only the ambassador behind with those who have creative excuses to stay.

That reasoning is flawed for 2 obvious reasons
1. If you're too broke and on the dole, like those council house 20something fatties with 6 screaming brats in tow and their trailer trash drunk tattooed chain smoking male parasite counterparts, you have already been abusing the system for years and never paid a penny in taxes.
2. If they're too broke to travel without begging they've got nothing to do abroad in the first place. Other people's taxes would be put to better use sterilising those guys rather than subsidizing their repatriation.
