Much as I like Phnom Penh, "mind-blowing beauty" is not a description I'd ever imagine using for it .
Wasn't that Mansion they feature, just off 178 built by a Khmey. It reads as if it was built for some Frenchman to put his feet up.
I'm not sure who built it originally but given its location near the palace I'd say it was a Khmer or perhaps a Chinese.
From 2014, apparently it is due to be refurbished now and will be part of the expanded FCC which has big plans.

This once opulent residence then served as the Municipal Police Office. In 2009,- after a series of court battles-, the FCC bested Prince Norodom Ranaridd and gained ownership of the property.
