Seems that the RGC is attempting to rebrand the country as a retirement alternative to some of the more expensive countries around the world.

Registering is the easy part. Then you need to deal with monthly tax declarations or pay some expensive guy to do it. It’s a huge time and money sink and best avoided if possible.
It’s more convenient and cheaper to stick to EG and go on a bi-annual trip to Bangkok.

Stunning scenery, that would probably be Phnom Penh, from one of those 1000's of new hi-rise condos, they are looking to sell.
