Can someone please tell me why white collar service at banks and telecoms is so very poor in Cambodia? Why is the onus always put in the customer, not the faulty software app or money processing system? When will they understand that the customer knows what really happened, and only wants a fair deal? After my bad misadventure with Canadia Bank, I have now been ripped-off by the SmartNas app... as follows...
I go to Smart telecom office. I show screenshot that I selected their special '3-month Premium' Smart Home payment deal for 42 dollars. Then, I show them that it topped up the correct amount, but then automatically deducted the regular fee (18 dollars) rather than just ⅓ of 42...
I try to explain that the system failed to give me the discounted special price!
Without investigating, they immediately mumbled some lame excuses that I was not eligible for the bargain discount even though the SmartNas app let me buy it! (My monthly connection had not yet been suspended, but they pretended that it had.) I asked, what did the suspension or not of my account have to do with it, since the app had let me make the premium discount purchase on the 17th? I further stated that my account does not suspend until the 19 or 20th. Of course, they had to disagree. Finally, the boss politely agreed to look into it for me with HQ. I have to go back Wednesday to follow up.
I swear, if they don't give me the deal, I'll go to Phnom Penh and deal with Smart HQ in person. And VISA-Canadia, too... I don't want to be put on hold by a computer bullshit artist in Manila...

My prepaid phone and data service has 3 diiferent types of credit .
Ive had shortcomings with it from my first recharge. They change the features as and when they feel like it so you end up with a service that no longer is as appealing.
Watch out for the ramp up scam on post paid plans.

It’s not just promotion discounts being ignored. Credit is withdrawn from customers randomly.
I pointed it out in 2016 so they’ve been doing it for a long time. It is theft, plain and simple.

It's not as bad as you describe .....
Money gone from sim-cards is in the T&C. The deposit moves out after 2-3 months after the deposit date and it is gone. In the EU, it is no different, more tight, after a month, the money is gone. Heck, even when you have a subscription, everything you not consume will not pass on to the next month.
And, IF you think, money goes out "to fast", you can go to a Smart center and ask them to show, where the money did go, and they'll do and even can give you a print-out. You may not agree with everything they charge, but it is accounted for. And making Smart (pun intended) moves and it doesn't work against you.
Unlimited mobile Internet for USD 8 a month ? I don't think, there will be many countries you can get that.
Or try to call from the EU to Cambodia, using the "official" Telco's. That'll be EUR 2.54 a minute, whereas the other way around accounts for some USD 0.20 a minute. I certainly know what to prefer......

I did talk to Smart. They claimed that it was mobile data. The SIM card was in a 4G dongle that was powered off during the time. The dongle measures usage and it did not match what Smart had charged.
An unused, powered off, 4G dongle does not consume 15 GB bandwidth in a few days. It doesn’t matter what the T&C says about credit expiring after several months. That is not what happened.

Yeah, I did have a similar situation, where some unintentionally G4 data usage did consume $15 credit. They could show me, what happened. All those tiny connects eat away the money, when you do not have a data plan activated. It was powered off. There were no tiny connections. The SIM was placed in a 4G dongle and charged to be used in case the fiber went out (which it did days after I topped it up) and I had to be online for work.

When you turn off your desktop computer, have the network cable connected, you can still see on the network card-led when there is network activity.
If a device is really "powered off", you do not have to recharge the batteries for many months. But all these soft-off devices drain a battery in just a week or so, implying, it is still "working". Especially with sim containing devices, I would not be surprise that the sim circuit and the receiver/transmitter is still able to work in power-off mode, just to follow "commands" from the sim provider (to manage, eh disable the sim, etc), it connects, disconnects, connects, disconnects, etc. All just little data usages and because of the minimum amount charged, that spikes up like Covid-19.
Just ask Smart to give you a paper print overview of the activity and see what's in there.
Many moons ago, I did have a friend using an "office" server with an ISDN dial-out connection. After a software update, he suddenly got a 2 monthly bill for the equivalent of USD 10K+, a lot of money in those days. The server was just making a connection every minute and right away dropping that connection. Expensive .....
