Well there aren't many cities that have doubled in area in a decade, and where the skyline has shot up so fast.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
You can find another apartment for a cheap monthly price. If you are seeking day rooms perhaps $200 monthly for a cheap place is doable for you.

I think your husband dumped a load of crap on you.
Leaving you with a baby in Phnom Penh?
I don't think there is a quiet place to be had.
Like you said..New Years and Pchum Ben may bring some relief.
Moving to some 'day' room?
How far are you willing to travel each day to escape the city noise?
Surely, that would be a risk for your baby?
I had a beautiful hotel suite riverside last year and just as I was relaxing on my balcony with an adult cigarette and a beer the mini jack hammer started and my 3 days of rest and relaxation prior to my evening frolic was ruined.
I cried like a baby.

In my apartment building, there are several empty units. Pricing starts at around USD 180 + items like bed, fridge, airco, etc, + electricity. The building is around 3 years old. Nice owner couple and nice staff. Most renters are Khmer yups, around their 30s, hardly any kids, if any, except mine. No low-end people. Building is quite clean.

V12's suggestion is by far the best possiblity. You don't want to pay a hotel when decent long-term accommodation is so cheap
