ER: Yep, my staff works in my home country. I work, when I am not in Cambodia and I am retired, when I am in Cambodia (ie not work). And I do tell the Cambodia government, I am partly retired, which is according the factual situation. Turkey: A short look at the map will explain why Turkey comes up and, by the way, not a single -stan country. Stupid remark but probably appropriate for that poster. Most of the EU is Schengen and it might be difficult to leave the Schengen zone after three months to a neighboring country, say you're in Germany for instance. Turkey is not EU but has easy entry requirements, no Covid19 test, no quarantine. 2 weeks quarantine in Germany or France will cost Horace an arm and a leg. Horace can get for 23 Euro a one week covid 19 insurance in Turkey (up to month bookable) which might be a good idea. Next, you can leave Turkey to Bulgaria by land and hopefully in the near future also Georgia. No idea about Turkish occupied Northern Cyprus. But there are cheap ferries from Mersin and this might be a warm winter escape with not too high prices as well. As Turkey maintains the illusion that the occupation zone is a state of its own, this helps with the three months rules.
Numbers are going in the EU and other places, right. BUT..... 4 coastal provinces in Turkey have implemented a special regime and are NOT considered danger zones. They did this to protect the tourist trade. So recommending a cheap area, warm for camping in colder months, and relatively safe in terms of infection that area meets the bill. Remember Horace needs a plan B in case Cambodia does not work.
Georgia. The country allows until Oct. 1 (at least) only flight from Paris (Air France), Munich (Lufthansa) and Riga (Air Baltic). Problem is: you need to have stayed in any of those countries at least 2 weeks before the flight. If you can arrange that and the flight cost is not too bad, then Georgia will be a cheaper and easier to handle alternative than Turkey and, dont forget, an extendable 1 year entry stamp. Aside from the colder winter (you cant camp)- at least I cant.
Horace even if you are not a seasoned business class customer, you are excused in my book for asking questions on a discussion board.
SQ - go to the SQ website. They do show what they have. The booking websites have not really changed since March and still show non-existing flights.

In case of any transit restrictions, the system is setup to indicate this and will tell you what works and what does not. All other sources of info are inferior and potentially misleading.
Horace - I am participating in this discussion as I hope that I can contribute some info that might actually be helpful in getting you out of a bad situation. I dont log in into my inactive account as I got sick and tired of the customary abuse that had been the rule under two sick characters (I m not talking of the current owner or his immediate predecessor).
To sum up, yup try to get back to Cambodia asap as things are getting worse again in terms of infections. If this is impossible, calculate your funds, time frame, and make a move that gives you the best/longest run for your money. Do not hesitate to test those by presenting them for discussion. Some people will answer with info - others cant but still love to display their egos (although the result might not be what they expected).
SQ: Just try to complete the bookings and you will notice, it will (probably) not work out to a ticket (booking might even be accepted, but ticket not released). And IF it does work out, just wait until the cancel messages do come in. The flying class does not matter, no passengers on the airplane......
And yep, on those scheduled dates, SQ is flying, though the core booking engines used by the airlines themselves show no availability as well as all seats blocked. Which makes it quite unlikely, the airplanes are transporting passengers. Anyway, if all the schedules flights would have passengers, Changi would be a busy airport again, which it isn't. And, if you don't believe this, just try yourself, I don't mind.
Lock downs EU: Do expect a serious chance, the internal Schengen borders will close again, either physically or by threats of 14-days mandatory arrival quarantine. This is due to the holiday seasons, with to many people disobeying the distancing and protection guidelines, and things are largely getting out of control in Europe.
Basically visitor, you are selling "hope", which could go haywire any moment......

I don't disagree with you, though somehow, I do have the impression, this is something Horace wants to avoid, at all costs. He could easily get an agriculture job in Spain with his own living quarters, but that does not seem to happen. Alas, hippies don't work, they do discuss the future of the world

I actually consider Armenia and Georgia to be "stan" countries, as they're pretty culturally similar and in Armenian language they are actually called Hayastan and Vrastan. I had a fun night in Istanbul in February. Left Phnom Penh at 8 PM on a Monday night and arrived 7 AM local time Tuesday. I think I logged about 1.5 km walking through the new airport, and had an excellent dinner that night, dinner the second night and then went back to the airport, and was back to Phnom Penh by happy hour Thursday. I miss being able to take trips like that.
Another acquaintance of mine landed in Seoul over the weekend and was not required to pay the $2,000+ quarantine fee that v12 said all non-Koreans must pay there...

The USD 2000 deposit is for entry into Cambodia.
For Korea, there is no deposit, though the requirement to pay visitor-self for the state-organized quarantine. These are the official Korean regulations, I have no idea how strict that is done, though in general Koreans are serious with this. And it could be, the visitor has a passport type giving free entry. Just to many unclear "friend of mine" stories. Just read the official websites.
Many options are possible, though the official Cambodian as well as the Korean rules are pretty clear. Good luck.
