There have been a few useful posts detailing peoples experiences at the moment so this is my 2 cents.
There has been a lot of conflicting and unclear information about who can get a visa and what is needed. I'd been told on here by someone that I needed sponsorship from a company, then someone else that I needed 2cm of documents to blag my way in. Anyway I was in Seoul so I popped down to the Cambodian embassy to just ask them straight what they need. The first and only thing they asked was my nationality so I guess that's important (UK btw). What they needed:
Obviously passport, photo, application form, fee (70,000krw)
Covid insurance
Clean covid test less than 3 days old.
I did the test and bought the forte insurance came back the next day they gave me a 3 month biz visa in around 10 minutes. The timing is tight because I did the test in the morning but could not get the certificate until the afternoon of the following day. As you need this test to be within 72 hours of getting the visa AND of getting to Cambodia there isn't a lot of time to fanny around. Unless you prefer to do another test before you travel. This was my 4th nose-rapin' in the last few weeks so I'm trying to keep them to a minimum.
In Phnom Penh things were a bit chaotic but it was quite quick. My passport disappeared and we were taken to the Tianyi hotel which is really nice. I even have motorised curtains and net curtains, large balcony. Food is room service 3 times per day and the food is excellent. I have absolutely no problem serving my quarantine here if necessary.

Check again, you didn’t get a 3 month visa. A penny pays a pound that it’s a single entry, one month, valid for 3 months from issue.

Possibly the passport is being held to prevent people from fleeing from quarantine?
How bad is that nose violation?

The nose job is bearable.
You will get back your passport, once you are released from state quarantine. That could be after 2 nights or the 14 days.
Regarding your luxury experience, wait until you get released and see how much it'll cost. For the Tian Yi hotel, you get charged around USD 415 for 2 nights + 4 meals + transport + 2x nose-job. Have fun. And, if somebody gets tested positive on your flight, your total bill goes up to something like USD 1200 - 1300 Enjoy your expensive quarantine.
The simplicity for visa granting depends on the Embassy. It seems the Embassy in Korea is pretty lax. Might be, because a lot of Koreans do go to Cambodia for a job and/or because of the new regulations becoming more common and Embassies getting more comfortable with it. It's a moving target, so to say.

I think for the nose swab it's more about who is doing it. If you get some rough bastard shoving right to the hilt then it's pretty uncomfortable. One of my tests I barely felt anything.
Did somebody say Silk Air is flying to PP so Singapore is possible or no transit there yet?
Edit: Don't want to muddy the waters. The only sure route I know about is through Seoul.

Transit through Singapore is currently possible but it depends on the origin and destination.
