As a rule, it's unwise to help out in Asia. It will just rebound on you. The corollary to this is, fuck the rules. I'm a security guard myself. It's boring and thankless. I cant imagine being homeless at the same time. Actually, yes, I can, since I work in a homeless shelter. It's shocking that the residents of your building allow this to happen.

Why is it shocking that residents "allow" a guy to be homeless? I’ve been ‘helping out’ here for quite a few years. I’m doing ok.
If you want to help this family out then just surreptitiously drop him a bundle and walk away.
