There are many that have Cambodia on a restricted list. Any UK-based platform is not allowed to operate in Cambodia as Britain has tight anti-money-laundering rules. However, there are certain loopholes, depending on where the official head office is located. Some platforms are registered in Grand Cayman, others in Bermuda, Cyprus and so on.
Do I assume correctly that he (or she) is going to be trading derivatives, not actually buying stock?

Has he tried a global brokerage like Interactive Brokers? Not really for small cap European stocks, last time I looked though.
Or TD Ameritrade?
Or TD Ameritrade?

I agree with spitthedog that Interactive Brokers is definitely aimed at 'big investors'. There are certain restriction based on wealth holdings before you can even open an account. Also, last time I looked, but things do change quickly.
I seem to recall that TD Ameritrade was also subject to 'Cambodia restrictions', but it is still worth checking out whether the situation has changed.
There is also Avatrade, based in Ireland, so not subject to the strict UK laws.
EDIT*
On second thoughts, Avatrade may only be for derivatives.

I never said they were for "big investors", I said more the likes of FTSE 250 stocks. Last time I looked anyway.
Looks like they now have no minimum to open an account?
Fark knows if they are any good though.

He's looking for something
- basic
- that allows small trades, let's say in the 100's rather than 1000's
- with a low/zero cost structure
I showed him this, which fits the bill but you can't register if you're based in Cambodia.

Good luck with that, for your friend.
I know about derivs, but can't help much with 'real' stocks because I am more comfortable with technical analysis, rather than '
'fundamentals'.
I am more than happy to give some tips about technical analysis.
(Flip, the 'head & shoulders', the 'Batman's left ear', work time & again for me.)
But, fundamentals I am more distrustful of.
I think your friend might be better served by registering in a country other than Cambodia for reasons outlined earlier.
There are ways round this, but they are a bit complicated.
Over and out.
Hope it works out.
Sorry, I haven't been much help.

Just use a spreadbetting service or something similar. As a foreigner it can be a ballache to buy US stock in particular. But if you think a stock will go up then there's nothing stopping you betting with someone that it will go up.
Good luck. Bank with ANZ in Aust, had a problem & pointless/useless.

Wants to bet in hundreds
with no fees.
lol
I tried that the other way around.
From Oz i tried to buy a tiny stake in a Canadian listed mining exploration biz operating in Cambodia ( to get the inside goss, and to have the right of asking difficult Q's at the AGM).
I found it impossible without huge fees - relative to the "investment" sum.

...then he smiled again, and slipped away, further on up the stream
I have accounts at Interactive Brokers, TD Ameritrade and Merrill Edge.
Interactive and TD have nice Windows apps - Tradestation (IBKR) & ThinkorSwim (TD). Interactive web platform is terrible though.
Interactive is the clear choice for margin accounts as they charge the lowest rates for your borrowing. I think there is some account minimum for margin but not cash. As for opening as a Cambodian, just go and try it....not sure many here would know as we have our own trading accounts set up in the west.

Spreadbetting firms don't care where you are located, as you don't actually own stock, you are just betting on movement. They wont give a shit if you tell them you are in Cambodge.
Stock Brokers are the opposite in general.

I've been using Degiro recently. They are based in The Netherlands but allow to you trade most major exchanges worldwide including some ETFs and other more complex assets. I use my UK bank account so I'm not sure whether they would accept a Cambodian account, but might be worth a look?
