What do you hope to achieve out of all your dialogue - it isn't clear.
Why do you want your old passport unrevoked? You've got a new one, move on and enjoy a fruitful life without the "felony" charges hanging over your head now that they have been revoked.
Even if you are obsessive and Paranoid, this shouldn’t be a reason to not take time to investigate your complaint seriously - shouldn’t - but the reality is that it will be a reason. It’s how humans rock.

Are the gains worth the impact to your mental health?
I can believe your mental health really is impacted, however it is from your internal ability to not let go because you have a fight you want to win. You have every right to want to win the fight, but is it really worth it?
What if you did just move on?
None of my comments are written with judgement. I do understand the obsession to have closure on your terms. I genuinely care about your mental health as I would anyone else’s I had invested a little time in.
This is consuming you. And the scale of the event vs the number of years you (and your partner) have left is small vs big .... unless you continue to place the past in your future - and tip the scales way out of kilter
