Let me speculate: Given the many Covid-19 flavors already present Dec 2019, it becomes quite like, this virus did already float around for a long time, just like a regular cold, without really significant hospitalizations and/or deaths. UNTIL, the Dec 2019 mutation popped up, which turned out to be statistically relevant deathly and managed to get into the news headlines.

I’ve heard from 3 different (independent from each other) people that Phnom Penh will be put on lockdown from next week.
1 person has a brother in law working at ministry of interior and apparently it came from him directly, other reports I’m not sure who they came from.
Not that I believe it... it does make some logical sense to me to have some kind of lockdown but practically I think it would be pretty much impossible to have a strict lockdown. And if it isn’t strict then it will be almost useless IMO.

And in terms of logic, if the situation is now bad enough to warrant a lockdown why wait until next week? These rumours have spun their wheels a couple of times before and nothing came of it.
A strict lockdown is nearly impossible to enforce (here and anywhere else). There is also no, or hardly any, financial assistance from the government. So how will people continue to live without income during a lockdown period? There is no way employers will continue to pay your salary thus even employed foreigners here might run into trouble...
In the developed world homeless shelters and food assistance programs already cannot meet the demand. In the end a lockdown will probably be more deadly (suicides, increased crime, ,etc.) than the yellow virus. Better have a backup plan. I am lucky to have some family back home and will not hesitate to use my technology skills in a slightly less legal way when necessary.

Phnom Penh): As planned, 39 senators this morning, March 11, attended a meeting to review and comment on the draft law on measures to prevent the spread of Kovid-19 and communicable diseases. Vicious and other serious dangers.
This draft law is designed to determine the purpose, scope, measures, and enforcement to protect the lives of the people, public health and public order, as well as minimize the impact of infectious diseases. This is for the socio-economic sector in the Kingdom of Cambodia.
