'State of Emergency'/full lockdown
Can't read Khmer. Can restaurants stay open for take out / delivery? Given the fact many people are lazy to cook or do not even have proper kitchens.
Answered my own question: restaurants stay open for take out / delivery. Problem for them is getting stocked up I guess.

The closures are going much farther than the past 2-3 weeks requirements. Now, the all except the food, health and emergency environments need to close, whereas before construction, garment, non-essential shops, repair shops, etc, all were still operational (except those specifically closed due to Covid-19 infections).
Even, the twice daily family food/market trips are now scrapped for a limited "get what you need and only 3 times a week" requirement.
Also, PP and Takhmao seem to have been closed of with some "airways" (I assume road blocks with police checkpoints) from the rest of the country.

Yeah I've just been out.
It is more stringent. Past few weeks have seen some neighbourhoods closed off with main thoroughfares still open. Now major roads have blocks.
The market trips 3 times a week are a bit of a nonsense. There can be no oversight of this. It's aspirational guidelines only trying to make people more thoughtful.

I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
But day-drinking is still OK, right?

Got a tuk tuk from Tonle Bassac to Lucky Sorya this morning because I was out of Cheez its.
The guy has to take some "side" streets (st. 55, 63) because street 51 and Norodom had roadblocks manned by cops. Other side streets are just roped off with no cops.
The driver then offered to wait for me outside Sorya and I said OK.
Lucky Sorya seemed normal, shelves stocked, no panicky crowds. Plenty of bags of cheez its for 2700 riel each.
Came out and the tuk tuk driver was gone. Got a different driver who was very skittish about driving back to Tonle Bassac, claimed it wasn't possible, etc. before agreeing to go.
When I got back home I saw the first tuk tuk driver and he apologized and said when he was parked outside Sorya waiting for me the police came and told to scram. Which I believe because I hadn't paid him; he wouldn't he left on his own accord.
