There is an audio file of the PM announcing this circulating.
I have it on messenger. But dunno how to upload it here.
It's in Khmer anyway (obvs) so maybe not that useful.

It's probably only a matter of time before they lockdown the whole country. I have a hard time seeing that 2 weeks of lockdown in Phnom Penh and Takhmao will have the desired results.
Not good...

What do we think this means exactly? No one can leave their house or no one can enter/leave the city or what? I've actually got a flight out tomorrow I assume I'll be allowed to go to the airport. My wife's sister was planning to travel across the city to pick up some things from us, will that probably not be allowed?

The previous curfew had exemptions allowing people to travel to the airport but the question is who will drive you there? If the city is in total lockdown, will there be tuktuks?
Your sister may need to travel and get back before the lockdown starts.

Well, why re people saying there's an announcement of a "lockdown" if nobody knows what that word means?

You'd have to take that up with the Khmer Times since it's their article but a lockdown could either mean that you're not allowed to go in and out of the city (curfew still applying) or that you're not allowed to leave the house at all.
The 8pm-5am curfew has just been extended until April 28 so I am guessing that the lockdown means no travel in and out of Phnom Penh and no businesses open during curfew.
Mandatory masks and social distance outdoors and only going out only for the most necessary errands.
Again, I'm just guessing based on what is currently in effect. We'll have to wait for the official announcement to know for sure.

The drink shop downstairs is doing a roaring trade at the moment and there's a line at the ATM machine.
