Last Thursday, already I saw an RCAF army truck parked in the shade near the central bus station area downtown Sihanoukville. Lots of sirens, lots of police everywhere... straddling roads... around every corner, officials sitting under the trees in the elementary school grounds...

Quite unlikely. The experience with lockdowns in Western countries show, these take at least 2 months. Given Cambodia is at many locations (Markets, households) significantly more crowded than Western countries, it might be possible, the lockdowns will only end, when the vaccination level is sufficiently high. With an (intended) 1.3m vaccinations per month, that would imply some 6 months to reach roughly a 70% vaccination level.
So, unless you really need to come to Cambodia, consider to delay your arrival. Be aware, even when you have "government guarantees" you will be put in 14+ days quarantine, those guarantees do show to be useless, even pre-lockdown.
Not to say, the current arrival quarantine situation is a mess, to put it mildly, The biggest issue is the transportation from your hotel to your end-point. Outside Phnom Penh, this seems nearly impossible. Inside Phnom Penh, it highly depends on how far your quarantine hotel is away from your destinations.
The second issue is the documentation you get to leave the hotel. This comes from the ministry of health and the delay does not seem to be the Covid-19 testing itself, though the paperwork processing at the ministry of health. It could very well be, they became aware of the road block issue making the empty out of the quarantine hotels an issue. (The moment you check out the quarantine hotel, you are on your own and even may end up sleeping on the street, etc. Simply, because your quarantine hotel tells you on your return "we are full").
This is a developing storing.

In my case it's not that I want to come to Cambodia, but that I want to leave. My plan was to go on 29th back to Germany. That seems complicated if I can't even leave my district.

It needs to loosen at the end of the month. At least temporarily.
Staff need to get to office to process payroll. Other staff need to be able to pick up their salaries at their workplace or at the bank.
Separately I'm going to try to walk to an ATM this afternoon... This morning the barrier police weren't letting anyone on a vehicle through without a pass. I hope they will let me go to the bank, or else I'm gonna have to prostitute myself out to some of the market ladies so I can get my fruit and veg.

See the clarification, this:K440, PSD_KIWI, Article 2, Dash 11.
In principle, there is no Cross-roadblock of people in a car allowed, though this is a gray area, since, otherwise, you will not be able to go to the airport, etc.
It may even be wise, to "just ask" upfront at your nearest roadblock.
Issue would be the taxi/taxi-driver, they need to be able to go back. A return leg with food delivery, might be an option.
Added: Be aware, these regulations can be "amended" at a wimp, even without suitable notice.

I was also thinking to just walk to the ATM. Or use the motobike to drive to the roadblock and there walk another 100m or so.
I wonder the percentage of businesses that can not pay out or lower salary at the end of this month. Especially shops and restaurants have been hit hard with the lockdown. For office workers it is less of a deal as some work can be done either at home or from home.
