These announcements are often made with little detail. I'm sure if you can show your tickets (?) passports etc you'll be allowed to go to the airport. It's just not clear what it means, I was in a Lucky Express this evening and it was packed with panic buyers, had grief getting home just by 8.00 too, not many drivers are interested at that time. The guy who eventually came almost refused on arrival. He was worried about police stopping us so I said it was no problem, I had papers and offered a good price. Strange thing was when we got to Norodom he seemed keen on taking a left past a massive bunch of police on each side and I had to tell him a few times to just go straight. You almost have to admire the way they pulled this off. I'm finding it difficult to imagine a way to fuck this up worse than they have. It's almost like they have no idea the kind of panic that they have created. If they haven't figured it out by now they should really realize they are playing with fire right now.
The real fun begins in two weeks when half the population in Phnom Penh is still in a panic and wants more lockdowns and the other half is starting to really feel the pinch. 50/50 is probably way too generous. This could get pretty ugly.

The cabinet aren't meeting in person. They are doing it online through telegram or another app.
