Sure they do cost that however I did not negotiate a massage but something else costing $10. I speak enough Khmer and they had a calculator to avoid any misunderstanding.
If they change plans and I recieve something I not want I not pay for it. They were not too pleased about that but neither was I. I understand some might not want to boom boom but the time to tell that is when we negotiate a service and a price. So beware of these places.

The waiter brings you the beer as soon as you are seated.
He then comes back 10 minutes later after you have drunk half your beer, and tells you "sorry sir today no have food, have beer only, $2"

In Thailand you either get turned down or get exactly what you ask for at agreed terms. If both sides are happy you will have a more profitable business. That concept however seems alien to many Khmer run businesses. Hopefully they catch up some day.

Haha yeah there is a certain risk to it but I will simply avoid the places and go elsewhere.
You got it wrong LL I am no Thai expat scum. I simply like to stay in both countries and speak an equal amount of Thai and Khmer. They each have their pros and cons with the massages here clearly being the latter. Live and learn.
