Reclaiming land that fell into the river.
The father in law and his neighbors had several properties that fell into the river most likely due to uncontrolled sand dredging.
Much of the land is now missing, there is almost nothing left of any value.
My question is this:
Can you reclaim land that has fallen into the river.
Could I build a barrier/ moat wall out into the river where the property line once was and fill it with rocks and sand in order to reclaim the land.
Yes I understand there are construction risks involved with this project, but I am more interested in the legal side of reclaiming land that has been consumed by a river changing it's course.

It's probably legal but you'll face a serious liquidity problem

I don't know about how legal it is but the house we rent is on the Tonle Sap and our landlord has added about 20 meters of land. During the low water line time he hires guys to dig and carry baskets of dirt/mud from the low tide area and builds up his land.

Very costly and a never ending battle.
I would start with a survey of the riverbanks under the water level which should cost from 1 to 2k$.

Good luck with that. Also, remember that any land within 20m from riverbanks actually belongs to the State.

Don't waste your time trying to rebuild the river bank. No matter what you do, it will be very expensive, and then erode again quite quickly. I saw this last year up in Laos on the banks of the Mekong... One guy had built huge concrete earthworks to support the land below his new hotel, but much of it got washed away along with thousands of his money.
The illegal sand dredging may be the problem; in the past they were selling it to Singapore, and pretended to stop doing it in 2015. Maybe it is caused by other types of erosion due to the strange seasonal ups and downs of too much or too little rain... Or, because the river water upstream has been reduced because of dam-building, etc...

Does the state land move inwards as the bank is eroded or is it fixed according to the title of the land at purchase ?
Me old mate Bryan H down in takmeo lost a shitload of his waterfront land on the mekong when a glarly back eddie devleoped out front. He tried dumping sea containers full of concrete into the river and i think even they got awept away. Then out of nowhere the eddy stopped and sand started getting dumped again and he got a good portionof it back I believe.

Good question...I would only hazard a guess that it would be fixed as per the title, but then again who knows, this is Cambodia.

What about when land is added/filled in. Ok you’d lose your river/sea house but you’d gain 20/30 meters!

They said they had stopped exporting it but there was never any indication that they'd stop using it for backfill in Cambodia.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
Bryan drilled down to the rocky ancient riverbed. Really deep like 30-40 metres I think. The drill bought up burnt timber from aeons ago. Then he poured piles and tied them together with beams and pumped sand in. It will work. Parts of the river will always erode because of the historic water flow and other parts accumulate sand. The mining doesnt help and the holes change the flow. The German engineer in Toul Kork has mapped the river and understands exactly what is happening.

The dams block the natural flow of sediment needed to maintain the river. The dredging deepens the river bottom , increasing the velocity of the water resulting in more erosion. The Mekong Delta is beyond repair.
