In 2016 state electricity provider Electricité du Cambodge (EDC) warned that customers who make irresponsible complaints on Facebook affecting the company's honor would face legal action.
When EDC finds a complaint about their service on Facebook they track down the person who wrote the complaint and send EDC staff to visit them. The people complaining are frustrated because their electricity bills are surprisingly high.
EDC investigates the complaints and if they find that everything is in order (every time) the complaining customer is offered to sign a contract to withdraw the complaint, apologize and promise to never to do it again. EDC then posts pictures of the investigation and the contract to show to the public that the complaint was wrong and that EDC did not make a mistake.
By analyzing 15 Facebook pages belonging to EDC I have found that since 2016 until today they have reacted to 214 complaints on Facebook.
Year 2020 was their worst year on record with 128 complaints:

The most complaints were posted on EDC's Battambang Facebook page (53), followed by EDC's Cambodia Facebook page (46) and EDC's SvayRieng.SVR Facebook page (39):
The trend has continued during 2021 and in April we can see clear spikes in complaints (19, so far):
29 complaints were made in 2020 between 23 April and 30 April so statistically speaking, assuming that the trend continues, we can expect a rapid peak of complaints beginning next week when customers receive their bill. This year's peaking complaints may be delayed if the current lockdown has an impact on the bill delivery date.
All 214 complaints since 2016 have ended happily except for 1. On April 30, 2020, during the peak of complaints, EDC posted that a woman with Facebook account ហនុមាន លក់ បាយសី questioned her bill in a Facebook live stream and refused to withdraw her complaint. As a result EDC had temporarily shut her electricity off and taken legal action. It is not known what happened to the woman and her electricity because EDC did not post an update.

Does it also record the voltage ?
if it can match and compute real energy output which is voltage*current and not just "current output" that's the only thing EDC measures, and if that apparatus is widely available, that'd be a good angle for those questioning their bills.
Backing their complaints with hard data and effectively proving that EDC has been scamming them.

I've seen this happening over the past year or so. I usually would get the EdC bill delivered around the 18th. The payment due date would be 10-12 days later. However, that date is creeping closer and closer to the date the bill is delivered. I now have only 3-4 days between the bill delivered and the due date. Today (18th) the bill was delivered, "please" pay by the 22nd.
Anyone else experiencing this? Is this a new business strategy, so that more people don't pay on time and they will be cut off, only to be reconnected for a handsome fee?
