Cape Town in South Africa is stunning, amazing food, everything very cheap. It's also much safer than generally believed if you're street smart.

Colombia has come a long way and is much safer than before. Some beautiful coastal areas, or head into the hills at Medellín if you're more the Chang Mai type.
Mexico, parts yes, parts no. Excellent food though, and much safer, down in Oaxaca.
Wherever you'd end up, you'd really need to know Spanish to enjoy it even the slightest.

The Caribbean must be the most economically juxtaposed place in the world. Absolutely stunning resorts, and marinas catering solely to yachts over a 100 feet. But, on the other side of the gates, is rampant poverty and a long history of systemic racism that can still be seen today.
Would a white guy get charged more for a bag of weed in Jamaica than a local?

Speaking of dangerous islands, Jamaica is at the top end of that list.
In St Maarten they wouldn't even let me go to a cockfight, as "you might scare people that you're a cop".
Ever read Hunter S Thompson's The Rum Diary? That shows some of the race dichotomy (if I remember correctly the white girl gets gang raped by a bunch of blacks during Carnival).
