Cambodia opening to tourists when?
I just got to Thailand this week after spending 2 years in my Parents' house after leaving there decades ago. I spent 1 day in a quarantine hotel, then released after testing negative. I want to go back to Cambodia.
When will Cambodia open similarly?

To the OP, the Government has given no indication as to when they will fully open up for quarantine free arrival.
The 3 day quarantine period only applies to fully vaccinated travellers with an A-type (Diplomatic) Visa, B-type (Official) Visa, or a VAPG (Guarantee)/VAPI (Invitation) Certificate...and they are actually freed from quarantine as soon as their PCR test results are returned, so some are doing less then 24 hours in quarantine.
All other vaccinated travellers have to spend 7 days in quarantine.

There is the "Sandbox" type scheme which starts in Sihanoukville at the end of this month, and confirmed for Siem Reap in January, this scheme involves 5 days geographical quarantine, full details are still as clear as mud though.

I don't think it's a good idea to open to tourists. Most of them appear to be total morons.

Your right Lucky Lucan, tourists are moroons but they generate huge revenue all over the world. Until who declare pandemic over, visa on arrival without quarantine will remain a big NO.

There is no mention of boosters or a time limit in the MoH's SOP on entry & quarantine requirements, just states...
All fully vaccinated travellers should present their vaccination card/certificate in order to be eligible for the reduced quarantine periods:
- Confirmation of complete vaccination status
- Final dose required to have been administered at least 14 days prior to arrival
- Vaxx card/certificate must state:
• Travellers Name
• Type of Vaccine
• Date of vaccination's
Accepted Vaccines and required doses...

In a special message addressed to officials and relevant authorities on November 14, Hun Sen said this policy will enable the country to fully reopen and that it mirrored the policies of other countries in the region. He also emphasised that any unvaccinated travellers must still undergo a 14-day quarantine.
“Cambodia is almost fully vaccinated at nearly 88 per cent of the total population of around 16 million. So, there is no quarantine requirement any longer, except for those who have not been vaccinated who still need to do a 14-day quarantine like before,” he said.
He said fully vaccinated travellers will only need to take a polymerase chain reaction (PCR) test and wait for the results at their accommodation. If the results are negative, they can then travel anywhere in Cambodia.
