It was horrible back then. Got stuck on a concrete part of the road and the only way down was a 3 foot drop with rebar sticking up to the sky! Had to reverse for 200 meters back the way we came.
It doesn't matter what happens there you'll always get the miserable bastards who say it was ruined. I say it was ruined when the first western tourists arrived en masse!

I've never lived there, only ever a visitor, but it didn't feel very ruined in 2005. Busier than mid-90's, but not unpleasantly so. Most beaches except Serendipity end of Ocheteal were still mostly Khmer and everyone but the mildly annoying Moto mafia was friendly, relaxed, and having a good time.
Ten years later, when messy, dusty construction was everywhere, I just passed through enroute to the islands. Last visit was in 2021, didn't recognize much driving around, but a lot of impressive roads and buildings. Then, mid-pandemic, it was again mostly Khmer and still mostly friendly.
I'll certainly visit again. I'm curious to see what happens next.

Where do you get that 1 million people were expected to move to snooky? The article doesn't say it. Never heard anyone saying so. All those buildings were supposed to be hotels for tourists and homes for those 150000-200000 or so people living in city back in 2019.

You do not get it after I clarified it above already. There were extra perhaps 150000 Chinese living in Shooky in 2019 as according to some sources. Obviously they were living in whatever was already COMPLETED. This 1500 unfinished buildings is a FURTHER unfinished building meant for FURTHER 1 million or half a million people which is why the Qs is raised.

You have problem understanding the timeline and the type of the buildings that were under construction.
Most of the buildings actually were meant to be hotels. There was huge demand for quality hotels already in 2017, before the mass Chinese influx. The city was full of old small guesthouses and only handful of modern hotels.
Those that were meant to be apartment buildings, had 50-100 units on average. Let's say 2 person live in one unit and 40% of the unfinished buildings were apartment building. So there would have been new apartments for 90000-120000 people only.

So the construction boom just started in 2018. Back in 2016 and 2017 there were only few big projects launched in Sihanoukville. Mainly D'Seaview and Blue Bay which both were completed during covid pandemic in 2020.
Most important is to remember that many locals and western expats lost their homes because Chinese were willing to pay high rents. There was huge demand for apartments and houses back then. Tens of thousands of people had to move out. Chinese paid ridiculous rents for old run down apartments, houses, flat/townhouses and guesthouses. Developers saw this in 2017 and started to build modern houses , hotels and condos. So the construction boom started and these 1500 unfinished buildings are those.
So there was never plan / projection that 1 million people would move in the city in short term. Maybe another 100000 Chinese could have moved in and then those would return who lost their homes back in 2018-2019.

You say 2 person per unit and 50 to 100 per building. This is where we are different.
On a building I see out of my window or even where I am now, there is more than 10 units each side. 2 sides give 20 units per storey. You multiply it by 21 storeys you get 400 units. and 2 to 3 persons it is 1000 people per building.
Now multiple by 1500 UNFINISHED building what you get?
Of course it is not going to be fully occupied and not all are 20 storeys. So I round this 1500000 potentials to 1 million to half million ESTIMATE

Not all buildings are huge what you see from your window. Most are small to medium size buildings. There are only handful of buildings that have over 150 units. And you still keep forgetting that most buildings were meant to be hotels.

"Ghost Buildings" of Sihanoukville article yesterday suggests there are over 1000 unfinished buildings. The piece also says house rental prices have dropped to $200-$300 per month.

Which bank is most on the hook in Sihanoukville? I know Canadia developed a few properties itself there, but the ones I'm thinking of were finished well before the crash.
