So many unfinished buildings what was it meant for?
There is like 50 Unfinished buildings 15 to 20 storeys tall. Even if there had been no online ban and covid, it is unimaginable a whole city was going to move in from China to snooky, a third world country with low hygiene, rodents and insects , hot weather plus monsoon when there is so many other places to move to.
Say Each storey houses 100 people. The capacity is 100 x 20 x 50 for 100000 people. How many people do you need to operate online casinos? Was an entire city going to move from China to snooky?

According to city officials in 2019 there were 100 000 Chinese living in a city where around 47 000 people was living back in 2012. Do the math. There was need for all those buildings.
Even now the buildings that are completed are over 60% occupation even though most have move out.

You mis categorize the 122000 in 2019. They represented when casino was at their peak as when Xihu etc are already completed. The completed buildings including others such as new Atlantic hotel, Furi hotel are for these.

So this UNFINISHED buildings represent a FURTHER 100000. What and who was it for?

Regarding money laundry: have shell companies fullfill all contracts (architect, structural drawings, supplies such as steel and concrete, construction etc.) and inflate prices along the way. Cut corners where you can and profit even more. Hence the videos of Chinese buildings where you can crumble concrete or bricks with your bare hands...... When you actually find buyers or tenants you look even more legit. No upkeep of course. We wouldn't want to lose any money.

When you are a casino customer you can just make up there I won this 10000 chips at the end of the day. Gamblers in general do not track how many times they bet for the very day.
So someone asks you where your original money was from you just say you took your salary and bet multiple times to get the 10000.
If you build a building with or without a casino if someone asks you where did you get the millions to build the building and buy the land in the first place how do you answer

What ever man. I live in the city and I own few business. One of them is apartment building. Our building is 80% full. Mix of Cambodians, Malaysians, Filipino, Singaporean, Chinese, Belgian, French and Russian. I talk to other building owners and property managers weekly. Many of the new buildings are over 60% occupied.
