The one slightly odd thing about that law is that it defines a child as anyone under 18, which is not only a higher age of consent than most of the developed world but also higher than a lot of US states. So if you live in Washington you can have sex with as many 16-year-olds in your own state as will let you, but if you go to England and have (legal) sex with one of their 16-year-olds the federal government will bang you up for many years.
However, as regards this case, the wording doesn’t seem to include what Michael’s done - firstly he hasn’t actually molested them, and secondly the law only applies if it can be shown that his original purpose for travelling to Cambodia was to fiddle kids. I’m not defending his actions, but I don’t see him being prosecuted for this in any country.
