I am intrigued as to which logic you have applied to be able to predict a 30% rise in 11 months. Are you Nostradamus? Maybe you had a dream. Given the amount of real estate popping up I somewhat doubt supply and demand will head that way. The 100% return in 11 months comes by paying 30% down,
and having the property go up in price by 30% eleven months
later.
Prices have risen. There is a $300 closing fee for changing
ownership before the final handover of the hard title. I don't
know what sales commissions you might have paid, so I can't
figure those in to the results.
I am guessing that the 30% increase in value is about there.
So those getting the home loan will have made 100% in about
11 months. A short term real estate play that was entirely legal.
Mine was less than the 100% gain because I had more invested
as a result of not getting the loan. Maybe a 70% gain.
I am happy with the deal and look forward to living at
D.I. Riviera, "The FUTURE of CAMBODIA"

So how much are they selling for now? A one bed was about 110 k I think and 2 beds about 200? That was when it was still in the ground.
A quick update, the latest Chinese venture is a tower on Norodom with one bed at 67 K. Considerably cheaper than DI Riviera was about two years ago. One bed was 110K then, never mind the quality feel the width.
