I've often heard that one of the perks of living in Cambodia is the relative ease of starting a business. However, it appears to be ranked 184 out of 189 countries for starting a business!
This site lists 11 steps, and the expected time and costs to legally start a business. How accurate is this, compared to people's experiences? I'm sure a little tea money along the way doesn't hurt either.

If you're a white foreigner, especially a sole operator, the 'tea money' thing is not I good idea. All you need is for the CNRP to bang the drum about foreigners and you risk of getting caught in the dragnet of some poorly considered, rushed policy variation or 'reform'. Also remember that government tax auditors are now entitled to a percentage of the back taxes they recover from non-compliant companies.
The process of starting a business is reasonably easy. It takes a long time to get patent tax certification though.
In my experience, closing the business on the other end was more tedious. Expensive too.
Searching land title and encumbrances, securing a building permit, connecting electricity and utilities for large greenfield operations is an intolerably corrupt farce. The goons all want their pound of flesh from the municipal to national level. But again, shortcuts here are inviting trouble down the road if you're a white foreigner.

Unofficial payments are a big no. The MOC and GDT are cleaning up so no reason to even consider illegal payments.
That's not to say illegal payments aren't going on (other Ministries, tax officers out of PP, etc.)
