First of all, the risk does not increase due to the other loans since there is no relationship between those loans and jackrossi's. Second of all, 3-star General in Cambodia = Minor Functionary. I have found that Cambodians are generally more reliable than westerners in my limited knowledge. They charge more but have some sort of loss of face ethics when dealing with monies owed out. But I avoid working for the too rich or too powerful myself. They pull shit like tazing the dog in front of you while your having a whiskey at their home. They usually got to where they are by some very disgusting, highly illegal practices. Like murder.

not that much, the conservative estimate of value for a roughly 2he plot was 45 to 60 usd/m2 (large plots are quite cheaper than smaller ones) of course going around the area you will find locals trying to sell land for 150$+/m2 but those are asking prices for small plots that are already connected to water and electricity, large plots require calculations for building internal concrete roads, sewage system, drainage system if necessary, water pipes, electricity lines, leveling the land, issuing titles etc.
i valued it at 30usd/m2 for a quick sale. the original loan was half the value on the 30$/m2 estimate (but there are also construction equipments and trucks in the collateral) now half of the loan is repaid so the unpaid principle is 4x is the land value.

The further in debt he gets, the further he has to dig out. While you contemplate whether he may pay, or what the collateral is worth, you better get your money back.

I have had land effectively stolen by Cambodians, but they have always paid what they owed me. Can't say the same for barang out here. Hmmm actually, I have lent money to a prostitute, through a girlfriend in Kenya. Surprisingly she paid the initial loan back with 100% interest on top which I never asked for, exactly on the day she said she would. Some people are overly generous in some third world countries for whatever the reason.

Lol, what does if necessary mean? Flooding is a major problem just because of the M3 per second. I noticed that most of those new developments (Camko Borey... etc) seem to be drained by leaving an uncovered 4" gap between the road slabs and the pavements. I always use them as an ashtray. Have you seen them putting in larger drainage pipes re the UK or US? Simple , the drainage does not work no matter how large the pipes, if there is no slope, no gravity or no pumps. so you loaned him $300k and he still owes you $150k.
