Looking for experienced, highly-skilled builder/engineer

Hello,

Referring to a post from this forum "Remember the builders triangle. Cheep, good, fast. You can have any two but never all three.", cheap and good would be enough, if never all three:)

After selling a hotel lease in Siem Reap we are ready to move to another project. So we have experience in running a ready business in Cambodia, but not in constructing or building something.
Somewhere in the beginning of April we are planing to build either a floating house on a river, or several bungalows on 1 hectare land, mostly in eco-friendly materials.
For that we need skilled labour, engineer, or so called talented handyman whom we could possible entrust the implementation of the project. In every country there are these talented personalities, and I am totally aware of the benefit of having such personalities as well as the difficulty of finding them:(

Can anyone suggest a reliable, good quality builder? Any other suggestions are mostly appreciated.
