I found out today that someone I work with in Thailand is leaving his job on Friday. There's also someone in my company leaving on Friday, but he hasn't told anyone (other than his direct manager).
Is it common to keep this a secret right up to the last day? Why? Doesn't everyone have a right to now, especially if it directly impacts them?

Perhaps they are concerned that if they broadcast their intention to quit in a week or a month, the employer will fire them on the spot or refuse to pay for their last two weeks of work or otherwise mistreat them during their lame duck period of employment.
The justifiably and unjustifiably paranoid will quit on payday, after they have the money in hand.

With my staff who have resigned over the years, about 40% of them have given inadequate notice - Whilst expecting that their leaving package be paid in full.
This has improved in recent years but still the notion of working notice generally has to be enforced by the employer.
What I find odd is that companies here insist in employees working a notice period when leaving - but when they are appointing new staff they put pressure on them to start immediately thereby not working their notice in existing job.

I don't think it's that, as both employers know. They seem to have a reluctance to sharing the news with colleagues. Perhaps they're worried about getting over tasked on their last few weeks? Happened to me recently, all the above level knew about the departure but none of the colleagues around were aware of the fact, until the boss casually said it in a team meeting.
