Bars or guesthouses for sale
Are there bars for sale now. Or small guesthouses near the river. I assume the tourists will come flooding back.
Non-expert advice.
Slowly walk the area where you wish to open. Don't focus on "for rent or sale signs", focus on places that appeal to you. Many building owners are able to move if they feel it is in their interest. Take pictures of those that appeal, and of signs and phone numbers. Kitting out a bar or guest house is quite cheap. Good staff are a key to a good business, but many are now unemployed or under employed.
Probably I am answering a troll, tourists will certainly not come 'flooding back', not in numbers to float all boats, but if you are patient, and a solid trickle of tourists is OK for you this coming high season, then now IS a good time to consider opening a prime location bar or guesthouse.
(P.S. I'm not against purchasing a distressed/closed bar or guesthouse, but only if the owner is realistic about its current value. If you are rich and kind, pay more than it's presently worth, perhaps linked to ongoing, informal, business advice, but you won't likely win them as friends with egos and pocket books so hammered by the pandemic.)

Get your Mrs to do the rent haggling. As soon as your show your ugly barang mug prices will become insane.
I also am thinking of retiring and returning to Cambodia and buying a bar. My preference would be a non girly bar near riverside like the Garage bar I once drank at many years ago Any idea who owns it and if it would be for sale. What would it be worth.
Is there anything in Garage Bar that you couldn't put together yourself? If a bar is good, it's not for sale and if it's for sale, it's a piece of shit that you don't want to buy. There are endless empty properties along the riverside and the adjoining streets. Get to work.

Buying a bar wasnt a good idea when the place was flooded with tourists.

None. I'd leave that to the likes of you, who have no clue about running businesses. That or the restaurant business is not something I'd ever want to get involved with. Too much hassle for too little money. I am still wondering what the owner of the Cove ever saw in that line of business, but maybe he knows something I'm not aware of.
Unless you come up with a cheap, successful concept that can be duplicated and scaled easily, like a fast food name with brand recognition. Even then the $$ is in management/franchise fees and in the real estate, not in selling burgers or pizzas to cheap Charlie's looking out for bargains.
Especially in Cambodia where you're at the mercy of fickle landlords and/or corrupt officials.

I've worked in restaurant kitchen's, and heard about dodgy customers bringing back takeaways, saying there's hair in the food, and there was loads of pubes in there.
I'd be fairly interested in starting a food truck.
I could drive.
No rent overheads, get on social media with your customers, it's mobile - go where the action is.
My wife is a damn good cook, and those food trucks seem to have taken off in the USA.
I'm not sure the Irish are quite ready for curries or noodles yet though, whereas the Brits love a ruby.
It's all about the chipper here.

There have been Chinese restaurants around since the 1950s. There are quite a few Thai and Asian Street Food style places around. Indian isn't as popular, there are still plenty of restaurants all over the country. I recommend Raj Gaylord Indian Restaurant outside Cork city. Trouble with a mobile food truck is you can’t just keep changing location. You have to stay in one, or maybe two, locations until you get established.
