The Boueng Trabek high school is where that was, it's on the other side of Monivong and not strictly in Boeing Trabek.

But there must be huge demand for these if they continue to build them, or it's just more money that needs to get laundered

It's not that stupid. Money is extremely cheap at the moment, no alternative investments and after 20 years, with another a refurbishment, such a skyscraper will be whirling in Phnom Penh like Singapore is now. And then, the place is "established".
