Mean Chey 999 Apartment complex

I went to talk to them, as they're also building townhouse style houses (2 or 3 in one row) next to my mates place south of Wat Sam Sam Kosol - the condos you're referring to are North East of Wat Sam Sam Kosol and I'm planning to see their show room and other condos in other parts of the PP that they have allegedly built, as I'm thinking about buying one or two units with them.
The owner of the the company is Vietnamese or maybe he's just the foreign partner and my main concern is whether or not they actually build them, after I've handed over my money. I have trust issues with Vietnamese (from 3 years experience living in Saigon) and money, so it's a tough one.
While one room units were less than 20k USD, they also had 1BR units in the mid twenties and 2BR 90 square meter units for a bit less than 50k USD.
I'm trying to find out from friends (locals) if this company is really legit and if possible I want to meet the owner as well..

In all the years I've been here,there's been one rule that has held me in good stead and that is not to do business with any company targeting westerners if their flyer or web site is full of atrocious spelling and grammar mistakes!

I don't think they target westerners - they target anyone who has money. I think most westerners in Cambodia don't though, so I'd guess they target Khmers with money and Chinese second and only third westerners. Since I've seen them build the townhouses - one set was almost done and there must've been 50 something workers on site - and since these are soon finished, along with the a supermarket there (the whole thing named New York City, which is just plain weird), at least they're doing something - question is if the condominiums will be done though...
If they targeted westerners, they'd have English speaking staff... The girl I spoke to did speak a tad of English, though hardly on a level that was of any use. She kept insisting the chicken was in the kitchen and comes with the unit - no discount without chicken.

I had a good look last week.
The property is about 75 metres from the smelly creek which is screened by a high hoarding with photos of waterfalls,golf courses and mountain vistas.
One tower is still not finished,one has just come out of the ground and the third is a hole in the ground.
There are model apartments finished on the first floor.
Cheapest one bed is about 25k,only level one for that price-all sold in building one-because there arent many of them.
High powered saleswoman and man can speak some engrish but only able to deliver the breathless spiel in khmer.
Decor is horrific,design terrible,kitchen bench space maybe 600mm and not able to be expanded.
Still as she explained we give you cupboards-free,bathroom accessories free for you,ugly bedhead surround-free for you but AC,you have to pay.
They could not understand that a fee may be required for public area lighting,constant repairs to the cheap chinese lift and general maintenence-buyer beware.
Units in second tower available in two years,third tower in three years hmm.
Desperate for money,even offering 3% discount on the initial $500 deposit-now theres an incentive!
Various finance schemes available-the buildings will never be finished without buyers chipping in.
The apartments are cheap but the area is not that flash and access roads a nightmare in a car-car parking an extra $15 a month.
One would have to be an optimist to start paying for something not available for one to three years.
And that crap decor!
Better to buy one as a bare shell and fit it out yourself.

I'd like to bring a Khmer speaker there and have them ask what the common area/staff/building upkeep fee would be per square meter, as I've seen buildings in Saigon that didn't have that fee and from the outside it looked like the worst ghetto slum I had ever seen - concrete shit with little lights - yet when I entered my friends apartment it looked like a luxury western condominium. Like walking through a door from horror communist ghetto slum and into a high end western condo unit (though I doubt the rest of the apartments in his building were remotely habitable). If there isn't a fee, well then that's pretty bad... The building would look like a large shitbox in no time then...
About the insides, if there's space enough and the overall building is of a decent quality, I wouldn't give a rats ass about whatever shit's in it as long as it's cheap - perhaps one could ask them to not install any of the free shit, without getting a discount? Am surprised that there's not at least one AC included.
The shit river is indeed not the best location both for cars and smell, but the government has promised to clean it (hahaha - I know, but then who knows and you never know). I'd get a high up unit facing away from the river and it wasn't much on top of the basic price per floor you go up (was it 3, 5 or 600$ - can't recall). . .

As I mentioned in the "I Purchased a Condominium - Your Opinion"-thread http://khmer440.com/chat_forum/viewtopi ... 11&t=20489 a while ago, I've bought one of the small units in building 2. I'll be back in January or February to see how far building 2 has been built. Haven't been at the construction site for more than 3 months.
You don't need to like the Khmer-style decor in the rooms, just tell them to leave it out. They told me that I can choose colours of tiles, kitchen etc, a choice I didn't have in my condo in Thailand which cost me 3 times as much. The hallways are quite luxurious and spacious, too. Only thing I don't like about them is the use of greenish-turquoise paint...Definitely not my colour!
The creek may be smelly at times; I never smelled any of it at the construction site, though, during my approx. 10 visits there.
Ken , I wonder if you know anything nearly as good, or even better value-for-money than these condos. Please let us know. I might be interested to buy...

They will charge separate amounts for the use of car park, roof-top swimming pool, elevator etc. A bit puzzling, but I just hope that everything will turn out well >>>good facilities, well maintained and at good price, that is. The amounts they stated were pretty low, but than you can't trust a salesperson, unless you have things in writing. Well, there's always some uncertainty involved in off-plan buying. For that amazing price i was ready to accept that.
By the way: Those units are not sold out, because there are only a few of them in the building. There are a lot of them, and still I couldn't get one in building 1 any more, more than a year ago. Even in b.2 I got the last one!
I made my own plan for a larger studio instead of 1 bedroom, am very curious to see if they did in deed build it according to my specifications. (Please pray for me).

How may one bedroom places can you rent in town with a pool for less than 700/800?? I had a look at this place a few times, didnt notice the creek, and build quality appears better than some of the other apartment buildings.
I actually though about a couple of 1 bedrooms, at 25- 35 a throw they might actually give a decent yield rented at $450 a month with the pool, but there were too many uncertaincies for me at the minute.
Interestingly when I asked why the price is so high in comparison to the local housing market, the response is "because we are targeting foreigners"!! Atleast they are honest.
The sales girls were really nice and pleasant, and but only one girl speaks english (and does it exceptionally well).
Someone really fucked up when pricing these things, as you can buy 2 of the one bedroom places for less than the price of a 2 bedroom place!! Convert it and end up with a huge 3 / 4 bedroom apartment quite how they managed that im not sure!!
