An apartment I saw a while back had electric rate 1000 riel per kilowatt hour.
A different apartment I saw today had rate 1,300 riel.
What is official rate? Can foreigner get official rate or only ripoff rate?

For the last and final time. There is no western rate. There is a sliding scale based on usage.simply pay what is stated on the bill.if you landlord does not give you the bill but instead comes over to count the meter and then charges you a rate like 1000++ then they are ripping you.
We looked at this one apartment one time and it was a good deal and the older lady seemed nice until she said 1300R per kw. She lost that apartment rental from me. She was trying to almost double it and tell me that was normal. So if that was normal, I didn't want to find out what else was normal renting her apartment.

1000r pr. kWh is the typical fee for a foreign renter many places, so the landlord is doing the average 50-100% markup.. they might do the same with water and cable provider.. must be annoying for people who use a lot of electricity for their ac,fridge,media playback systems,even washingmachines etc. etc. For me, I only use about 30kWh a month so no worries here..

If you're paying to the landlord he will charge anything.
If you're paying directly to E de Ce, you'll pay either 360KHR/ kW or 720KHR/ kW. 360 if you're using under 100kW per month, 720 if you're using over 100kW per month.
Since you are using just 30kW per month, you should be paying the lower rate and it should work out to about 11000 riel. The first month I had my house, during which I actually only lived there for a week, I paid about 12000 riel.
The landlord rip- off factor is much higher with water. I pay about 3USD every two months, between 8000 and 14000 riel. 2 persons in my house. The standard 5USD/ month that the landlord charges you is a small amount but that's overcharging by more than 300%.

Instead of ripping off foreigners, which they do at every opportunity, the Khmers really should be kissing our asses. Where, exactly, would this country be without foreign intervention? Foreign expertise? Foreign largesse? Foreign tourists? Foreign NGO's explaining to the stupid farmers that the shouldn't shit next to the place where they collect their water?

EDC rate for our house here in SR is 820r minimum....our rental properties are charged a higher rate (1000r) as EDC add costs for installing high capacity street wiring.
All the locals just shrug and say "what can we do"...just pay.
But the supply is pretty good...only a few outages in the last year and one trip from the supply breaker when some idiot left the pole cabinet open to the rain (probably an EDC worker)
Electricity cost is a growing issue for Cambodia development and there is a feeling that good, reliable supply at any cost is better than the current situation.
