Phnom Penh has always had a transient expat population, even more so than its South East Asian neighbors. With NGOs, embassy’s and multilateral organizations employing such a large proportion of the work force, typical employment contracts lasted one, or two years at most. Im not sure I agree with the basic argument of the article. As more multinationals arrive and send people here the balance will move towards longer employment periods, not the one year NGO stint. I don't know anyone on a one year work contract. Most expats I know who work are working on open ended contracts, not fixed term.

The market here continues to change rapidly and we are seeing huge activity in our commercial division as multinationals take a position here in Cambodia.
