The house I have stayed in for several years (ground, mezzanine and E2) has been sold. It's on a gated street, very quiet, very few power outages. I got it for $170pm and the rent was never raised once in all these years.
I was a little bit nervous about finding a new place, but we found an almost carbon-copy, same set-up, same area, gated street, aircon, slightly smaller, but also 2 beds...for $150pm, $20 less pm!
It did take a bit of time, but it proves the bitch naysayers wrong, please read my guide to renting places in Phnom Penh.

What area of Phnom Penh are you referring to Vladimir? the only area I am slightly familiar with is BKK3, and there similar rents go for 500 or 600 dollars a month, depending on size.
