I have always developed the land I've paid for in Cambodia, but only this last time, what is for me a large project, have I sought and received a building permit from Land Management prior to construction.
Now I read in the Sept 27 PPPost (Capital Construction Targeted), that Construction Certificates are required if you didn't get a permit before starting to build. And more,
“When they come to ask for [construction certificates], we don’t just issue them. We have to check first. If it is correct according to the standards, we facilitate it. But if it is wrong, we tell them it is wrong. They have to tear down their buildings, accordingly,” he said. They go on to talk about pre-1997 buildings, and seem to say, the sentence is ambiguous to my reading, that even if you had a permit issued before Nov 2019, you might still be required to get a Construction Certificate.
Before my current project, all have been smallish houses or parking structures, mostly 2 storey, mixed wood and reinforced concrete. The major building collapses last year certainly proved the need for improved construction standards, so moving in that direction is to be praised. However, I'm worried general enforcement might become a shakedown of me as well.
Am I worried for no reason?
