Probably, though Doha, Dubai and the other emirates do have a different approach to "profit". The same for their airlines. All this stuff does not have to make a profit, as long as it attracts more passengers/money to the country, then their original Camel-drivers situation could ever do. Or so to say, profit for the whole country, vs. only the buildings and/or airlines itself. Or so to say, as long as the income not leaves the country, it is a huge gain compared to being only Camel-drivers.
Despite everybody thinking about oil and gas for these countries, only Qatar is sitting on substantial amounts.

Nearly worked there years ago for Darley/Godolphin but decided it was too hot and I’d not see my kids, which turned out that was what happened anyway!
I’d like to visit Shanghai. Maybe go up that big Arse building. It’s what you do. Same as the 101 tower in Taiwan. “Oooh. It’s high. Ok let’s go I’m bored now”
