I would say, high-rise buildings do just the opposite of these goals. Kind of Ponzi scheme ????

I lived in a high rise in London for a couple of years on the 17th floor. The apartments were okay and I had a lovely view of a park but the hallways weren't always great and there was usually piss in the lifts. I would often feel the building sway in the wind. They blew it up about 20 years ago.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.

On 14 June 2017, a fire broke out in the 24-storey Grenfell Tower block of flats in North Kensington, West London, at 00:54 BST; 72 people perished, including two who later died in hospital. More than 70 others were injured and 223 people escaped. It was the deadliest structural fire in the United Kingdom since the 1988 Piper Alpha disaster and the worst UK residential fire since World War II.
The fire was started by a malfunctioning fridge-freezer on the fourth floor It spread rapidly up the building's exterior, bringing fire and smoke to all the residential floors. This was due to the building's cladding, the external insulation and the air gap between which enabled the stack effect. The fire burned for about 60 hours before finally being extinguished. More than 250 London Fire Brigade firefighters and 70 fire engines were involved from stations across London in efforts to control the fire, and rescue residents. More than 100 London Ambulance Service crews on at least 20 ambulances attended, joined by specialist paramedics from the Ambulance Service's Hazardous Area Response Team. The Metropolitan Police and London's Air Ambulance also assisted the rescue effort. The Greenfell Tower had 24 Floors.

Milan tower block fire 'reminiscent' of Grenfell disaster, officials say
Flammable cladding on the outside of that building was blamed for the speed at which the fire engulfed the block, and officials in Italy have noted similar issues in the Milan fire.
"I have never seen a situation like this," said Santagata, adding that firefighters had also suffered burns from the fire.
"Just look at the facade and you see that everything is completely burned, and [we] therefore presume that it was made of flammable material."
The building in Milan only had 20 Floors !
Compare the 2 Buildings with the NEW 45 Floor constructions going up in Kampot and Phnom Penh.
Keep safe and have a parachute handy.

The B25 impacted whilst landing, so not at cruise speed. The Twin towers were built to withstand the impact of a 707 or DC8, that being the biggest typical commercial airplanes at the time, due to the many airports close by. Unfortunately the calculations did not include considering the impact of large amounts of fuel being dumped into the building in such an event.
So yes this type of scenario was considered on a general level, but with flawed modelling. Especially not considering future much larger planes impacting at higher speeds, and ejecting fuel loads unheard off at the time.

The Empire State Building is a much more traditional skyscraper construction anyway. It has actual load bearing walls and narrows a lot over the various stages.
