Electric cars are becoming popular in Cambodia
You can build a much better bike for $1500 less than what they are charging. In europe they are limited to 250w and pedal assist only so its basically normal bicycle speeds. You can build a much better bike for $1500 less than that one. In Europe they are limited to 250w, slow like 20kph max, and can't use a throttle only pedal assist . Also NEVER buy a bike that has a custom battery pack that only the OEM carries as they charge a lot more if you need a replacement, models change and companies go out of business then you are stuck with a lump that you can't use.

Do you know of any other sellers (I guess Aliexpress, Alibaba etc) that ship downtube battery packs to Cambodia for a reasonable price ?

I have heard some good things about UPP batteries from the facebook ebike groups but don't know much about them for shipping etc.
The shipping is the tricky part Euronau was on of the only ones to ship to Cambodia a couple of years ago.
If the prices are reasonable I would not hesitate to trust Euronau's recommendations as they have always been honest and upfront with my dealings with them. Many companies would not have told you about not being able to source Samsung batteries and just taken you money.
There should be a price difference between local and Samsung batteries and I would trust them as to the quality of the replacement brands.
There are also ebike sellers in Thailand they may be a reasonable option. Last time I saw there products they seemed like some great bikes at reasonable prices and also have kits and batteries.

Wrt Eurnorau, I actually asked about what type of batteries came in the battery packs, and they readily told me domestic batteries for now. They also said the battery packs would cost the same whether its Samsung or domestic batteries inside, which surprised me.
From what I've researched so far Eunorau seem fairly legit.

Saw Tina got her electric Jag courtesy of the British Embassy this weekend..
Hopefully that will give her the means to get off her lumpy rear and actually do some meaningful work in the last year of her posting instead of locking herself indoors with just the moldy old carpet to chew.
