Wow, I get pissed off just reading this shit. Definitely get back at him, but creatively as Gavin says. You also don't want to deface his property. I would personally just move the wheelbarrow and park, but I'm pretty confrontational and unimaginative when it comes to stuff like that. Maybe order a small pallet of bricks for $50 and let them sit there for a week. Let's get some ideas rolling...

This is interesting. I guess the whole story would be different, if you were Cambodian. In general, we don't really confront with cops and rich people and you know it. I guess you might have seen some nasty road rages in Cambodia where the guy in SUV pointed gun at the motorist. Hopefully this will never happen on you. If it does, please update.
For rotting meant, you can get at Phsar Deoum Kor. I have never walked in there ages. Very stink market.

They would say somto bong, smile/bow and follow the rich guy's order. The cycle continues...
You could get that old rotten food waste that guys go around buying from soup shops and carry in big plastic tubs. However, I suspect he would just dump it on the spot though... Would be funny to fill the wheelbarrow with though. I love this passive-aggressive stuff... Maybe get some epoxy/jb weld and apply it to the wheels/bearings so they can't move.
