They got me at the junction of Sothearos and Sihanouk the other day - not wearing a seatbelt while driving a 4x4 at 20kph - in a straight line, and not under the influence of anything.
Forget the screaming freshies on cellphones weaving hand in hand on 2 bikes and across 2 carraigeways, the "families on a bike", and bong thoms carving their way along.
They were most disappointed to recieve the entire contents of my police wallet - $2 (torn) and the scruffiest old riel notes I could find.
Sorry officer, it's all I have...

Recently, the side streets from Psar Kandal to 108 had their signs and stripes freshened up. Many of them are one-way though you couldn't tell due to signs being faded or covered, road paint having long since washed away and Khmer drivers doing basically whatever they pleased. Since then, there have been traffic police with flatbeds on 136 and 130, between Street 5 and the river, during daylight hours picking off motorcycles going the wrong way. 136 is particularly amusing -- all the taxigirls and tuktuk drivers hang around outside and watch like it was a footy match.

The ones around the roundabout for the Japanese bridge are mainly truck/minivan "taxation points". There's a brutal one halfway between Wat Phnom and said roundabout (France Boulevard) where they actually confiscate the motobike and put it on a pickup. The cops are usually there in the mornings and everytime they have a truck with lot's of bikes and glum looking citizens on the curb.
Monireth into Mao Tse Tung, a whole posse of cops nearly always right on the corner, have stopped me twice, once for turning right on a red light, once for coming to a stop on the zebra crossing.
Sihanouk heading west, the spotter is near the St. 63 light, they stop you just before the big crossing at Monivong.
Kampuchea Krom heading towards Monivong, at the J. Nehru crossing. They're right under the first tree after turning into J. Nehru.
10k riels is standard for me now.

A few years ago I was standing in front of Lucky's on Sihanouk. The traffic police were pulling people along that straight stretch. One genius on a Daelim spotted them a bit late, so as an evasive move he immediately pulled a U-turn. Maybe he should have tried looking where he was going first, because he smacked straight into the central barrier and fucked himself and his passenger up badly, then got jumped on by cops.
So just recently there has been a bunch of Sangkat cops with Gendarmerie helping them check traffic on 271, just around the bend heading west from where that road goes down to Choeng Ek (371?). As I was there buying some beer this evening, some other genius swings around the bend, spots the cops and tries a similar move. There's no central barrier so he just smacked into another motorbike. A whole bunch of hookers from the KTV went running down to have a look.
Half and hour later another motorbike comes around the bend, spots the cops but successfully manages one of these sharp U-turns. Unfortunately he gets chased up towards the Monivong bridge by a pair of Gendarmes on a Nighthawk. Doing his best to avoid being caught, he swerves across the central line and hits another motorbike. Two bikes wrecked on the side of the road, but nobody seriously hurt. The guy being chased was well connected, and called up his cops. The last of the conversation overheard was the cops demanding $50 from the completely innocent driver who had been run into by the fugitive.

I believe the 'speak English' fee make the fines go up quite a bit.

On the Monivong "Nightstop" half way down to Mao, I thought I was too early ... but then made a full break and a circle over the side walk ... putting my Helmet on while I see 3 MotoCops next and smiling to me. One came slowly and reminded me that I should always where my Helmet ... We'll I promised I do normally and he let us go ... went through the Nightstop and our Moto with 3 People on it didnt seem to be worth ... stopping it ) Its not always soooo bad.

I'm passing a lot of junctions these days where traffic cops are partners by Gendarmerie. Anyone know the reason? Are the G's there to chase errant motorists or to keep an eye on the graft-hungry cops? LL's testimony suggests the former, but I'd be interested in any further information.

The roadblock I was talking about was Sangkat cops and Gendarmerie, I've seen them together quite a few times recently in other areas near Olympic Stadium and stopped once for about a second, they were looking for guns. I've seen Traffic Cops doing roadblocks with Gendarmerie late in the evenings, they often do it on Monivong near Boueng Trabek High School. The Gendarmerie are there to help enforce it as they are more heavily armed and taken more seriously, and they sometimes have a couple of them on a bike to chase people.andyinasia wrote:LL's testimony suggests the former, but I'd be interested in any further information.

why you all are too afraid of cops? I thought only the khmer are.
just wear a goddamn helmet, seatbelt and observe traffic rules. how hard could it be? I only got one fine the last year, that was because I failed to spot a new DO NOT TURN sign that had been freshly installed. Fair.
