Laptop and electricity

My Mac laptop keeps not wanting to charge at unpredictable odd hours of the day & night. For hours at a time. Sometimes I seem to be able to fix it by using another power outlet in the house, or perhaps that's just nonsense, and its really because there is a faulty wiring in my charger, or some such thing.

Or could it be that the current is not strong enough at some periods? All the other electric appliances in the house are ok.

The contact terminals on the charger and/or the laptop are either damaged or dirty.
