@ RIH, they can help if it was a real virus being executed. I would suggest to install Microsoft EMET as well as it makes it slightly harder to exploit certain vulnerabilities/flaws in software. But as with anything it can be defeated.
The main problem is TS has most likely been the victim of social engineering playing on his fear for a virus infection. If that was the case these software recommendations don't help much. That blog probably used some html and javascript or another easy technique to scare users with a virus found message.
Maybe the easiest way to avoid it, make sure you know some geek or company in the real world that you trust with your data. Do not call or take calls from others.

Install Ubuntu alongside your Windows and then use the Ubuntu OS for whatever you need to do securely online.

Yes, Ubuntu is pretty nice and having it as a side by side OS is a good idea. I installed it on my other laptop to give it a try out and it's pretty easy to use. It's obviously much more secure than Windows and in the OP's position it is a very good solution to potential issues.

Update:
What kills me is that my computer is running fantastic for the first time in years. (I mostly use my phone now anyway) but I do no trust it. I won't do banking, use email or anything until I get it into a proper techie. I'm afraid to even back up files with an external hard drive in case that just saves infected files etc.
The tech shop (Staples) will provide me with an "expert letter" and then I will dispute the bill with Mastercard which has opened a file about this.
So basically they scanned the computer with several different free and pro versions of anti-virus and installed free CCleanner and turned on Windows defender from what I can deduce.
But I'll still not trust it.
Banks and Mastercard informed and no suspicious activity.
I google all of there 800 numbers and one came up on a Chinese website.
Then I looked up the supposed address of the company and called the building management to inquire about the tenants in suite 100 and was told it was an accounting firm that shared space with this company but the weren't
sure if any actual employees of the company in question were onsite.
I googled the phone number of the "accounting firm" and got the number from the building management and came up with several different area codes and numbers but kept reaching the same suspicious sounding lady who offered little info.
I called the information line for 800 numbers and were told that this company was not listed even though they were calling me from 800 and 888 numbers and show those numbers when you google them.
Any other tech help for this by contributors is welcome for other readers but I'm to non tech savvy to make much use of it and will hand it over to a real technician.
Windows defender shows all fine, but ya whatever.
On a lighter note The Who played Toronto last night on their 50th anniversary tour and it was Roger Daltrey's
72 birthday.

Disputed the charges. Got an expert opinion letter from Staples tech services, for $35, which showed that the computer is seriously compromised, and got full refund.
BUT, not worth investing to repair and basically the computer is only good for mindless surfing. And the driver for a unit that mixes my guitar and music together doesn't work anymore, and won't reinstall.
Question. Would installing Windows 10 rid me of anything that they might have put on there?

Reformat your drive, then you will need to buy Windows 10 at retail price.
If you've already got a legitimate copy of Win 10 then you shouldn't need to get another. As far as I'm aware, the installation is tied to the hardware id of the drive, which won't change when you format it. So reinstalling Win 10 after a format should have it activate without problems.
Hi Raven, apologies - picked up the Win 10 thing from another post, and also can't be bothered to read the last 7 pages so a few quick questions: Do you have a genuine version of Win 7? Is it a laptop or desktop? Are you in Phnom Penh?
