Food for thought. Somebody working in the intelligence community and gains a particular level of security clearance is scrubbed from Google. They do this by sending an email to Google saying "hey Google, national security yada yada, remove name X from searches". Google says "OK cool", and then puts that name on a list of things to exclude (the same way as when complying with the European law on the right to be forgotten.
What Google does is keep a list of citizens and website addresses in a database saying "this guy wants to be forgotten" and "this guy works for the CIA so we can't list him". For civilians this is fine under the right to be forgotten law, assuming that Google's internal database of people who want to hide and what they want to hide doesn't leak (as history has shown that databases inevitably do in a matter of time).
For the intelligence community it would be devastating if Google leaked the list of people with security clearances to scrub from Google. If they could scrub the data by using SEO and online reputation management consultant methods and throw up some blogs, why don't they? They certainly have the budget for it and an interest in Google not being aware of who works for the CIA.
They don't because it doesn't work. To remove content from Google you need to explicitly ask them to do so, then they put you on a list and you're vanished. Dangerous data to collect, but there is no alternative because SEO consultant methods don't work. You can't scrub the web with images of cats with descriptive alt texts and backlinks. They will happily tell you that they can however.
