Do they sell used laptops as new?
Do you get new batteries?
Do they repair within 1 year?
Etc.
Also is there any preferred shop, or does it not really matter? I'm in SHK at the moment if anyone can recommend a place there.

I reckon about as trustworthy as any other shop in the KOW.
I've bought laptops here without any issue, have never had to use a warranty.

Mostly, no.
Go to a reputable one, they'll give you a decent warranty.
If they have aircon, inflated prices for sure, but some quality. No bargaining, some expensive maintenance contracts if you're a twit at computing.
If no aircon, quality depends on the vendor. Maybe 1/4 of them have broken English, but most of them have better prices. The occasional honest and competent tech/ owner.
Kampuchea Krom Blvd. was the "computer blvd", but is slowly giving ground (early 2017) to auto supply stores! But 2-3 blocks west of Monivong the computer shops start.
There's also a decent store (stocked, but not cheap) on St. 63 between Sihanouk Blvd and St. 214, I think thereabouts. Old, stocked store.
Or Chhay Hout, PTC, or ICE if you like semi-crappy service ...
Don't let them wipe your data ...
