I got a smart sim the other day and I have noticed its already registered. I think I have had them in the past. I never noticed because I dont use my phone much. It seems that they work fine for phone use but they dont work well for data. Is that the case?
Download the SmartNas app and register it in your own name, etc. Change the plan as you need also, job done.

Smart has good data capability but like all networks, how well it works for you will depend on your location. Either test it yourself or ask a neighbour.
Try it when you're on a WiFi connection, but the SmartNas app works even if you have zero data allowance available. Check your phone settings also, have you turned data off in settings? I do this sometimes when roaming to prevent the quick burn, but that's less of a problem nowadays.
What Smart plan are you on? The default on "new" SIMs (sounds like yours was maybe tinkered with by a reseller) is Smart Flexi 1000, but if you want to use data more than voice/SMS, then you might be better off on Thom Morng

Smart does have a very attractive USD 8/month practically unlimited internet offer, though it does seem to suffer from its own success, since the family starts more and more complaining about "slow internet". I explain to them, they also need to take care, their phone/tablet does have good cell connection, though even then.
