The letter from embassy is to allow the ministry of health to get on with their job without having to deal with persistent, entitled foreigners taking up their time.
Just send them an a wild goose chase until they are ready to be dealt with.

I was not vaccinated. Khmer only, despite assurances by phone that I was eligible.
At the National Paediatric Hospital, they have a notice saying they will do foreigners who are working as journalists and I have herd this may extend to anyone who has paperwork to show they are working here, but in practice it is hit and miss, depending on the doctor. Of course that route won't work for anyone on an ER EoS. And the NPH is using Sinovac btw. Yesterday they were giving second doses.
