I find this interesting.
Cambodia isn't the only country to have children below the age of sexual maturity participating (with consent) in sexual activity, although I think more often than not it is once an individual becomes sexually mature (biologically speaking).
What does this type of thing mean for the notion of paedophilia though? Of course, paedophilia exists, but is it fair to label all Cambodian men who have sex with children paedophiles? How many of the Cambodian men who have sex with under-age girls also have sex with legal-aged women? If the men aren't solely focussed on sex with young girls (or boys), can they be considered paedophiles? Should they be distinguishing between those who are sexually mature and those who are not? Is it right that we label men paedophiles if they have sex with girls under the age of (whatever it is is in each country), say 16, when that is a culturally biased cut off point?
When should the cut off age for paedophilia labelling be? Should it be younger than it is now? Should it depend on the culture of the country involved?

Of course, this article is not stating that the young girls are having sex with adults, but they may well be.
